TOLEDO, Ohio — The Board of Lucas County Commissioners has adopted a policy to ensure County-supported construction projects are delivered safely, on time, and by qualified contractors or businesses that meet high standards for workforce quality, training, and compliance.
Beginning January 1, 2026, all contractors and subcontractors seeking to do construction work for Lucas County must be prequalified as responsible before any work may be assigned or awarded.
Prequalification applications are accepted throughout the year and can be submitted electronically via: https://co.lucas.oh.us/3740/Construction-Prequalification.
“We are pleased to present this new policy that will protect our taxpayers, support safe and skilled job sites, and deliver high-quality projects across our County,” the Lucas County Commissioners said in a joint statement. “This is a necessary step to ensure we’re providing fair and equitable evaluations of all entities seeking to do construction business with Lucas County. This policy also aligns with goals spelled out in our strategic plan to optimize our operations and processes to create a more efficient government for our residents.”
The Lucas County Responsible Contractor Policy:
- Requires prequalification of all vendors that seek to be awarded or perform any County construction services work, regardless of amount or procurement method.
- Applies to every procurement method (formal bid, request for proposals, request for qualifications, quotes, emergency procurement, interagency) and applies to any dollar amount.
- Covers all construction work supported in whole or part by County funds, under County authority, or on County property or in County facilities.
- Includes subcontractors and licensed trades, not just prime contractors.
Vendors can submit applications to become prequalified through the online application portal or by emailing responsiblecontractor@co.lucas.oh.us with the subject line “Prequalification Application.” Applications will also be accepted via mail or drop off to ATTN: Justin L.
