The final plan was sent to the Ohio Emergency Management Agency (OEMA) on Wednesday, January 28, 2004. It has subsequently been approved by OEMA. Rick Warren of the Ohio Emergency Management Agency said, "This is an excellent document and will well serve the citizens of Lucas County for years to come."
