J. Bernie Quilter

Biography
J. Bernie Quilter was sworn in as Lucas County Clerk of Courts on April 15, 1999, succeeding Harry Barlos, who had been appointed to the Board of Lucas County Commissioners a month earlier. He was elected to a full term in November of 2000.

Among his accomplishments as Clerk, Bernie Quilter has instituted several important technological advances; all aimed at improving the level of service that the Clerk’s office offers our customers. In addition to overseeing our conversion to an improved statewide auto and watercraft title computer system, Bernie launched a long-awaited searchable online docket of our Common Pleas Court records. As a result, our clients now enjoy the ability to track cases from the convenience of their homes and offices. In its first year, this helpful research tool received over one million hits.

Bernie Quilter became an agent for the processing of Passports. He established the “One Stop Passport Centers” which are located in each of the four Auto Title Agencies conveniently located throughout Lucas County.

In September of 2005, Mr. Quilter worked with the Lucas County Sheriff in establishing an “After Hours Bail” program. This program allows for bail to be posted on weekends and after normal business hours. This will address some of the overcrowding issues at the Lucas County Jail by allowing attorneys and bonding companies to post bail on individuals arrested on lesser crimes.

In 2006, Bernie Quilter opened the Lucas County Imaging Lab, which is a first of its kind in the State of Ohio. By partnering with individuals from Lott Industries, an employer of individuals with developmental disabilities, it will allow back file imaging of documents for all county agencies, and at the same time provide an office type setting for the workers from Lott Industries. A number of articles have appeared nationally about the success of the Lucas County Imaging Lab. Among them are “The County News”, “The IACREOT News”, “Government Computer News”, “National Association of County Recorders News”, as well as articles in the local Board of Mental Retardation and Developmental Disabilities newsletter.

Prior to becoming Clerk of the Court of Common Pleas, Mr. Quilter was twice elected to two two-year terms on the Oregon City Council, in 1995 and 1997. Receiving the most votes among candidates both times, he was elected President of Council in December of 1997. As Chairman of the Economic Development Committee, and as a member of the Building, Lands and Roads and Sewer-Water Committees, Bernie helped oversee the steady expansion of the city, which is now among the fastest growing parts of Northwest Ohio. Among his accomplishments on city council, Bernie helped plan the City of Oregon’s water treatment expansion project which increased the municipal water capacity from eight million gallons a day to roughly twelve million.

Bernie Quilter is a member of the Ohio Clerk of Courts Association, and served as its President during 2007. In addition, Mr. Quilter belongs to the International Association of Clerks, Recorders, Election Officials and Treasurers, was recently re-appointed to the Commission on Rules of Superintendence for the Ohio Supreme Court, and on April 30, 2008 Mr. Quilter was appointed by Governor Ted Strickland to the Ohio Historical Records Advisory Board. This board is responsible for records planning for the State of Ohio and its members represent both public and private archives, record offices, and research institutions in the State of Ohio. The advisory board also reviews grants that are submitted to the National Historical Publications and Records Commission.

Bernie Quilter has been the recipient of a number of awards for his work with individuals with developmental disabilities. Included among these are the Northwest Ohio Placement Award, (NOPA), the Community Partner Award from the Lucas County Board of Mental Retardation and Developmental Disabilities, and will be presented with the ARC Award on May 24, 2007, for his support for individuals with developmental disabilities.

Mr. Quilter has also been a strong advocate for individuals with Alzheimer’s disease, and has testified before the Ohio House regarding funding for respite care and other programs. Mr. Quilter takes a personal interest in Alzheimer’s disease as his late mother, Mary Quilter passed away due to the effects of Alzheimer’s disease.

Bernie Quilter is a graduate of Cardinal Stritch High School, and received his Bachelor of Arts Degree in Political Science from the University of Toledo in 1991. He is a member of St. Thomas Aquinas Church in Toledo. He resides in Oregon with his wife Michelle Saddoris, and their three children, Kenny, Michael, and Kathryn. Bernie is the son of the late Barney Quilter and his wife Mary Quilter. Barney Quilter was the former Ohio House Speaker Pro Tempore.
