Lucas County Health Care Cost Containment Board

The Lucas County Health Care Cost Containment Board (LCHCCCB),
was formed by the Board of Lucas County Commissioners in 1984.
The mission of the LCHCCCB is to provide specific recommendations
to the Commissioners on strategies to help control the increasing
cost of providing employee health care. Formed in a spirit of
labor-management cooperation, the membership is comprised of,
but not limited to, members of the teams responsible for
negotiating wages and benefits through the collective bargaining
process.
The LCHCCCB meets throughout the year to review the financial
utilization of the health, prescription drug, dental and life
insurance plans, review the latest trends in health care cost
containment and wellness programming and to disseminate information
about the plans to the employee population. The group is also
responsible for overseeing the competitive request for proposal
(RFP) process in which the insurance industry competes for the
County’s business, reviews the responses to the RFPs and prioritizes
the allocation of available resources for the negotiation teams.
The specific recommendations to the Commissioners are negotiated
through the collective bargaining process.
The ultimate objective is to provide employees with benefits that
protect them from financial ruin should they become sick, emphasize
the merits of wellness and improved patient outcomes and represent
the greatest economic value to the taxpayers of Lucas County.
