Annual Open Enrollment For The Employee Group Term Life, Health Prescription Drug And Dental Benefits

Each year, typically in January, Lucas County provides its
employees with an Open Enrollment period. The purpose is to
educate county employees about their employee health plan choices.
This Open Enrollment period usually lasts for a minimum of thirty
days. During this time, eligible County employees may:
- Make changes in their health care coverage, and
- May also add eligible spouses and eligible dependent
children to the health care plans for whom they may have
missed an enrollment deadline during the year.
Typically, the county makes more than one health care plan and
more than one dental care plan available in which eligible
employees may enroll. During Open Enrollment employees may change
from one health care plan or dental plan to another. Decisions
made during Open Enrollment are effective the following March 1st,
the first day of the subsequent plan year, and are binding through
the last day of February, the last day of the subsequent plan year.
Changing from one health plan to another is not allowed at any
time other than during the Open Enrollment period.
Eligible employees who marry, have a child or adopt a child at
any time during the year and who wish to add this (these) eligible
spouse and/or dependent child(ren), must notify their department
benefits representative, in writing, WITHIN 31 DAYS OF THE
QUALIFYING EVENT. If the application is not received by the
Benefits Department within 31 days of eligibility or within 31 days
of a qualifying event, the applicant may be determined to be a late
enrollee. Late enrollees must wait until the next Open Enrollment
period to enroll.
Each year the county mails an employee newsletter to eligible
employees informing them of the Open Enrollment options and
timelines. The county also holds more than twenty employee meetings
each year during the Open Enrollment period. These meetings are
held at various times and locations throughout the county. Most
employees are allowed work release time in order to attend. At
these meetings presentations are made by representatives from each
of the programs being offered. Employees are given the opportunity
to ask questions in both a group setting and in a post adjournment
individual setting.
